________Mumbai terror attack might not be considered as an act of the state of Pakistan or the people of that country.States have to root out the international crime precisely from the root, had in any event a poison tree had been planted by anyone and its fruits have ripened today in South asia.Consular access to terrorist Kasab had been denied by Pakistan till India proves Kasab as Pakistani national.India is yet to provide evidence as required by Pakistani law-political rhetoric for public gallery apart.

______________A nuclear war would doom Pakistan and the most populous northern India, considering that fact that ICBMs and delivery systems had been fully tested by both.It may not be a repeat of 1948,1965 and 1971 that fragmented Pakistan in two states.Games nations play are not at all saintly.Even Kashmir had been divided into POK and IOK.Possibly Kashmiris might not have been happy with the division of their homeland by two sovereign states-India and Pakistan, whatever, theinvented political reasons.

H.Dwijasekhar Sharma- edited three-volume book-' New Insights into the Glorious Heritage of Manipur', with a critical foreword written by manipurologist- Professor Naorem Sanajaoba of Gauhati University,India had been released at Hindi Parishad,Imphal on 22nd December,2008,by Manipur speaker.A reknown Manipuri economist- Dr. Sharma- after his six years of hard labour, on his own, without any state or organisational support whatever, has successfuly prepared the heavy work projecting the achievements in two-millennia old Asian state in history.

After near total devastation and massive carnage committed by the Burmese administration[ Man-upodrop in Asomiya that was just a fraction of what Manipur suffered] during 1819-1826,Manipur rose again like a phoenix; 1891 Anglo-Manipur war partially ended Manipur sovereignty at British hands; it was bombed out and damaged during world war II.The remaining ,sketcy and flimsy skeletal traces of Manipur history and geography had been characterised by leftist armed revolution in 1950, and subsequent guerrilla armed struggle launched by pro-left national liberation group against the state in the heart of Imphal city since 1979, interspersed routinely by democratic mass movements some times leading to burning of the state assembly, all India party offices and sudden kamikaze style death of youths during the mass movements. Manipur is full of human drama, human history in action.Dr Sharma-edited three-volume compendium is worth a an academic parikrama , a visit in the dense and the thick of human history.

In his foreword to the well-knit book, professor Naorem Sanajaoba drives home, the established civilizational values that his land and people constructed brick by brick over the last two strongly contested mllennia.He writes: "

"External challenges and internal divisiveness pose threat to the continued existence of Manipur notwithstanding the world's oldest insurgency [read national liberation movement if you like] and continued militarization of the Manipur civil society occupying the South Asian political space.Future Manipuri historians would be curious enough to see that the two-millennia old Manipur history has not vanished into thin air within the universe of continental Indian political configuration- something resembling a black hole of vulnerable national groups."

The foreword albeit the name of the state makes a timely and rationalised caution to the states of the NE region ,which are made historically and geographically vulnerable due to the faulty, divisive and calculated Indian policies and programmes, in the context of enormous demographic changes that substantially erode the indigenes and autochthones in Assam,Nagaland,Tripura so and so forth. The three volumes have enriched the NE regional heritage and historical legacy.

Women's uprisings in the NE region,particularly in Manipur brought Manipur at the threshold of a republican legacy and democracy.Even to-day,Manipuri Meira-paibis [ women torch -bearers] stand out as a living feminst institution in the 21st century world transcending the conventional gender barrier.Had it institutionally existed in some obscure enclave of the west first, their text books would be flooded with the tale about Manipuri hordes of democratic Zoan of Arcs.

Had Irom Sharmila who is doing a Gandhi minus Gandhian politics for 8 years for a period ,which even Gandhi could never imagine beyond his last barrier of human survival for 21 days,by fasting unto death,exclusively for human rights been born in an area of Western vital interest like Iran or Myanmar,or Bangladesh, Sharmila would have won a Nobel Peace Prize before 7 years; it is humanity that blatantly fails Sharmila, and not the reverse.

The 1939 Manipuri women's uprising had been preceded by the first uprising in 1904.The residence of the imperial British officials had been burnt to ashes,possibly by 6 dangerous rajkumars led by Kalasana.All of them had been exiled by Manipuri administration to Lakhipur in Cachar after paying Rs. 100/- each for survival kit.

The administration forced the Manipuri males to re-construct their houses and males were ready after yielding to the pressures.The Manipuri women in thousands rose on several occasions in democratic action, contested the order and forced the British to eat their words.The whole agitation was long drawn out and maket had to be closed down time and again.The Manipur women scored the first point over the British and their stooge- the infant Meetei king.

The 1939 Women's uprising - euphemistically called war- the second in that order happened to be the wake-up call for ushering in a republic and democracy by terminating the Axis of Evil- the monarchy, the imperialism and their instruments of socio-economic oppression.The Congress radicals, which at a point of time bracketed in the loop, socialists and communists of the future, catalysed the second uprising with slogans,minted at the 1938 Chinga session.

______________The tyrant and his axis of evil,however,let loose a reign of terror for seven months at a stretch,punishing their own victims- the poor and the wretched.Even today, a few elements adore the tyranny[ such elements exist in every epoch], which humanity disowned and cursed, in one form or another.

The memoranda, submitted by the Manipuri public and women to the stooge king, the PMSD and Vicerory of India in 1940, consistently demanded that the criminal- regime be put to task, darbar mem
bers be sacked, export of rice be stopped to prevent a famine, rice mills be closed down, the two big shots who kicked the great woman leader-Sabi at her breast by boots and Ibemhal at her genitals severely be tried and punished, and legislative council be set up.

G.N. Bardoloi from Gauhati- Hindustan Standard daily-brought out the true story of the tyranny to the notice of the elites in that period. Mr.Gimson wrote that the happy-go-luck Meetei king never did his job and roamed around for several months for one reason or another, particularly in crisis period.Mr.Mc Donald saw in H.Irabot a leader that viewed the state of that age alienated from the people.Assam governor knew the truth,but had to side with the tyrant- king.

Viceroy had a vision to stall the emanation of a republic and democracy in Manipur.On 12 December, 1939 ,22 women were injured and five hospitalised due to bayonet injuries in struggling against the Assam Rifles. Four dangerous women as so called by the axis of evil -Manipuri Zoan of Arcs were imprisoned for months.The 'axis of evil' won merely the day only ,to lose ultimately their colonial destiny and imperial legacy for good.

1939-TYRANT'S HENCHMAN- MARWARI DRACULAS

The tyrant king and his henchmen- the Marwaari traders- drove the Manipuris to the economic wall of history, with the help of a handful of Meetei collborators[ they have to be there in every history] till they pushed back the tyrant and his coalition.The arm of history was long enough to curtail their spell even after the near-famine event. The Manipuri women fixed the final accountability of the 1939 uprising to the Manipur Darbar members [ cf. their memorandum to the king on 19 Jan.1940].

The agitationists wanted that the bloodsucker_ Kasturichand and Seraoji- be exiled from Manipur, the Darbar members be thrown out,Khomdram IP the commando- hero who kicked leader Sabi at her breast and MK Priyabarata Singh ,who violently kicked Oinam Ibemhal Devi at her private parts till she fainted and her parts profusely bled, be brought to book.The irony of history is that history's offenders remain icons of a set of gen-next of the Meeteis who adore the former.A truth commission may reveal the whole truth after half a century when the days of the jackals may partially decline.

At the beginning of the 20th century, Manipuris who could not pay fine had been sold as slaves by the tyrants's rules. Husbands had to sell out wives and their loving children in that way by the norms espoused by the king.Even today, a handful of Meetei elements worship the tyrant for all the crimes he committed against humanity.Ironically, one H.Cheitanaya Singh was poor enough to demand Rs. 200/- from Major Maxwell for the latter's marriage of the former's lawful wife Sanatombi, and now, the novels are twisted to make everything spicy.The bourgeois way of twisting history and facts?

Self-aggrandisement was not a new event.Churachand-the British stooge since his childhood had to sepnd Rs. 37,753 for his coronation, while the poverty of 50,000 Meetei valley households was staring directly at the eyes of history for emancipation by either Congress radicals or communists of late 1949- whosoever.Daily wage of a Meetei labourer varied from 2 to 4 annas a day.Hill people had been exploited by one and all,particularly by the king and his nobles.

Economic Crimes committed by Marwaaris:

1] By fabrication of Khatas, Marwaaris ruined a large number of Meetei families barring the king's relatives.Even then, only Narsingh's progeny had been favoured.

2]Marwaaris bought rice from peasants by 48 seers a maund and sold to others at 40 seers a maund.They cheated the carters also in payment routinely.

3]They bribed routinely the tyrant and misused the Red passes, encouraged Meetei women to smuggle rice at night; the poor had no choice but to follow their market rules.

4] Even during poor harvest period, they procured rice and chira by foul means for export thereby leaving very little for the Manipuris.The one in 10,000 who had nexus with the king did not suffer, the rest suffered.

5]Katurichand,encouraged by his lord tyrant-the Meetei king proclaimed in public that he would buy out all rice next year and feed the Meeteis- the husk only.A handful of Meetei ruling class smiled,but the majoritarian poor still hate the tyrant coalition. Even today some Meeteis state that in return for importing dal,oil,onion etc from outside, Manipuris have to export rice.The outsiders get a thriving market here,by selling Rs 24/- a kg of onion which they purchased at Rs 3/- a kg at the maximum.The reciprocity argument is badly organised in market terms.

Tyrant is dead,long live the tyrant- a slogan of a microscopic few ,which 99.9 % of Manipur population would love to hate, specially on Nupilal observance.History bridges the past with the future, and we are crossing that bridge.

Manipur king-a British stooge literally - cornered Manipuri women,known for their first uprising in 1904 to rise against state repression, economic exploitation and all forms of subjugation with the help of his AXIS of EVIL,as cited.

Price of rice rose from Re.1,4 annas to Rs.3,4 annas per maund in 1939-1940 at a time when rice and chira had been exported, despite the shortage of food in Manipur state.

The Meetei king had imposed heavy,exorbitant taxes on the helpless Manipuri people like- Kumjanshel, pajnapet,chandan shenkhai,Mangba-shengba taxes imposed by the Brahamasabha, compulsory bribe to Pandit loishang, Aamin Kumsha, Wakheishel from winner of a case,Sheltek and Mityeng shentri forcibly collected from the helpless rural people.

The Aamins who received a small monthly salary of Rs.10 to 20 pm had to exploit the rural people in terms of all their basic needs and comfort. If nature had allowed a tera tree to grow on its own in a subject's garden, the tyrant would collect heavy tax.

If a dead cow had been found in some one's garden, the entire family would be punished, banished by the Meetei king.The relic of the tyranny could be found among some dyed-in- the wool Meetei elements, who pulled out the tyrannical institution from the skeleton cupboard ,even today and re-construct his ghost thereby reminding all the hill and plain people of their irreversible , untold sufferings time and again.

In narrative of my father,in his own first hand account ,as he did witness_ if a Manipuri woman went with uncombed hairs on the road, the tyrant would catch hold of her hair by his icy, barbaric hands and teach a lesson in full public view.

The dreaded Brahmasabha regularly prepared a list of Meetei Hindus to be excommunicated first purposefully and to be purified after collecting huge fine; May 1,1939 list included the name of leader Hijam Irabot,among others.Extortion had been continued institutionally. Meetei Hindus groaned in his regime .

Meetei Snamahis who followed their ancient Meetei God, the ancestors of the present day revivalist movement had been ostracized, banished,humiliated as untouchables like never before.The dead body of a Sanamahi would be treated like that of a cattle .His son also continued the latter programme successfully.The excommunicated Meetei Snamahis were :

MANIPURI TYRANT-A BRITISH STOOGE SPARKED OFF THE 1939 WOMEN'S WAR[READ UPRISING]

Women's war[ read uprising],12 December,1939 in Manipur could be subjected to rigorous,independent scrutiny by all social scientists across the five continents.

Rationale:
a] it had preceded and transcended women's liberation movement anywhere,b] the uprising had introduced a mode of democratic protest in 1939, which the Bengali radicals would adopt in late 1970s in the name of GHERAO,c] the uprising had fully contested a British Manipuri stooge- a TYRANT- a Machiavellian prince,his would -be-legacy in advance,d] it had contested British imperialism in Manipur/NE regional soil,e] it paved the way for Manipur to usher in democracy and republican institutions,f] it fought out the monopoly capital of the Marwaris, who along with the tyrant/despot and the Brahmashabha, deeply cushioned in Hindu Mahashabha ideology, constituted the backbone of the AXIS OF EVIL that like a torture chamber a la Guantanamo bay,near Cuba today,oppressed 98% of hill and plain common people of the state.

The tyranny had,however,left a permanet legacy to pro-tyrannical fans and admirers among a microscopic section of revivalists, some of whose forefathers had been ostracized,and tortured by the despot.The reminiscence bears a paradoxical repeat of Stockholm syndrome- the intimacy of the terrorist with the anti-terrorist host.

Before the fangs of the tyrant are accessed holistically, the economic reasons of the uprising,particularly - the fiscal aspect could be sliced out for examination. The Meetei king's personal account- the civil list vis-a'-vis the fund for the state works[ written within bracket in red hereafter] would reveal the dynamics of tyranny.

After the nominal Manipur king was placed under house arrest under coercion and duress at Shillong in September,1949 by the Indian dominion forces in order to get his signature forcibly appended at the merger agreement, the Manipur king bargained very hard with his captors for enhancing his civil list from Rs. 2 lakh to Rs.3 lakh and after an unprecedented bargaining, the king got his personal grant increased.

Some of his accomplices publish twisted sentimental accounts of the event by covering up the bargain in order to justify their crimes against the Manipur people today. The tyrant had been dead,but his legacy cannot be fully washed out by the Manipuri republican movements.

The irrepressible extortionist greed of the tyrant was inherited by his son.Resistance weekly[ November 27,1979] registered the greed and the Manipur sell-out by the next king :

" The Maharajah chose the three lakhs [Indian rupees] and signed his own and Manipur's death warrant." [p. six].

Assam governor Sri Prakasha wrote on 9.3.1950 to the Meetei king," When in the course of our negotiations,[read -Manipur sell- out after duress] ,your Higness asked that the privy purse allowance be raised to Rupees three lakhs nearly double of what had been provided for in the budget for 1949-50 _ I have gladly and readily agreed..".

The king wrote back to the Assam governor to further raise his purse for his Manipur sell-out,of course after coercion had been applied," ...,the only alternative left for me is to ask the Govt. of India to increase a further sum of Rs. 50,000/".

It gives the impression of a fish market: from tyranny to block head extortionism.Royalists might have celebrated the way Manipur had been bargained and re-bargained by the two vendors.

On 18.4.1950, Assam governor rejected outright the shameless presonalised and individual pressure of the Meetei king [ Maha-rajah] to further raise the price of his country by another half a lakh.

In his elaborate and comprehensive fitting reply,

the governor wrote,

" It would be an impossible task now to pursuade the Government of India to enhance the privy purse, any further ,for such documents,as Your Highness will doubtless appreciate, have a finality of their own.I would therefore,earnestly, advise Your Highness not to press this matter."

Shut up - no more price hike of your country after the sell-out Mr.: the maxim of a completed deal.1939 gave the wake-up call,yet it did not work.

State government and NGOs had observed the 2nd Manipuri women's uprising anniversary on 12 December last,2008 in the state capital and far flung areas.

THOUSANDS THRONGED AT A RALLY
ORGANISED BY THE N.O.C [ NUPILAL ORGANISING COMMITTEE,MANIPUR]
AT FAR-OFF WABAGAI VILLAGE.

There had been enclaves of observations in other parts of the state,at Silchar,Hailakandi in Assam and Bangladesh, among others ,under different banners like women's day etc
The CPI, Manipur unit had been observing the day for the first time in the state from the beginning only to be followed at a late stage by CSOs of Manipuri nationalist pursuasions - both monarchical-feudalistic, and ideologically progressive,anti-feudal anti- tyrannical.

The massive rally which could never escape the notice of any professional mediamen barring diehard party papers have been reported by Sangai express - Manipuri and English,Poknapham,Nahalogee Thoudang ,Sanaleibak dailies, besides the repeated full length coverage by the private ,independent channel ISTV that reaches out the big news event to information dependent news consumers.

However, the state- sponsored AIR and DDK,Imphal as usual had blacked out N.O.C. pro-people commemoration of the historic day, that recorded the uprising of Manipuri women against the tyranny of the Meetei king, the imperial policy of the British, the oppression of Brahamasabha- a religion-monitory body regulated by the king ,who extorted whatever the poor Manipuris possess for survival in that period of time and the Marwari traders, each of whom bribed Rs. 3,000/[ present equivalent os Rs 5 lakh] to the king for creating artificial shortage of food and coerced the commonmen to starve . The great women's uprising ,1939 had been undoubtedly a proletarian,anti-monarchical ,anti-imperialism civil society intervention to save humanity in Manipur territory from starvation engineered by the tyrant-feudal-monopoly coalition backed by the imperialism.

The 2nd women uprising,1939 continued for nearly six months till the tyrant-king, the imperial Darbar president-a Britisher and the Marwari traders conceded the demands of the women agitators.The uprising bore a sub-text for abolition of tyranny that the king literally symbolised in history and ushering of the Manipuri people into the threshold of Republic and democracy.Reportedly,Congress radicals under Indian influence stood literally behind the uprising .The evidence of the presence of Congress radicals and activism gathered so far is undeniably strong, although jumping to Congressism is hasty.

At the Wabgai observation, presidents of Poirei Leimarel,MEWAK, AMWOVA graced as the presidium members.A former Dean of Law Faculty,University of Guahati,Asom graced as the chief guest.Other pro-people, committed anti-feudal and anti-tyranny NGO leaders also addressed the mega news event- the biggest on that particular day in the state.The Manipur media in the biggest page 1 headline had published the state function and Women's day held at Gandhi memorial hall, wherein maximum two hundred or a little above graced as the audience.

The chief guest, reportedly in his 50-minute speech read out historic documents for the benefit of Manipuri mediapersons and the audience, that assailed the Meetei darbar members and the axis of EVIL constituted by the tyrant and his quadrilateral oppressive coalition that tortured the women leaders on that day and planned starvation of the proletarian class of Manipuri people.

The rightists had observed the day as vindication of their rightist cause that serve them best; the state government has its own administrative reasons to remind itself of the uprising.The left of the centre,however, observed that day as the last day of the axis of evil and tyranny ,and eventual rise of democratic,republic forces in the region.

Naturally, feudal and oppressive regime would be at all displeased with the news-event at Wabagai.Under any banner whatever, it was the day of the braveheart daughters of the region,who contested the tyrant and his axis of evil.History will register their contest with tyranny and oppressors.

HERO OCAMPO TO INDICT AL-BASHIR,SUDAN: 300000 KILLED BY BASHIR,2.7 MILLION HOMELESS

Evidence collected by ICC prosecutor Ocampo has eloquently suggested that Sudanese president General al-Bashir,his former interior,now humanitarian minister Ahmad Harun and their own creation - Janjaweed militia leader - Ali Kushyab had successfully done to death 3,oo,ooo Darfurians and rendered homeless,2.7 million unarmed civilians displaced.Reports suggest that President Bashir used rape ,hunger,genocide as his most efficient weapon of slaughtering citizens under the pretext of counter-insurgency measures.

His excellency's counter- insurgency method,rape as a weapon, for instance , was unimpressive.In certain cases, after arousing Arab-Black ethnic hostilities first, the girls are tied to a tree-hands, legs apart- and then, 20 Bashir's heroes rape continuously.Sometimes relatives are forced to do so, before the parents.Evidence also report that he sometimes celebrates by dancing, the achievements of his patriotic men.The militia are given weapons by interior minister Harun in order to liquidate the civilians-particularly from 3 ethnic-sub-national groups, viz., Fur, Maslit and Zhaghawa. In 2008 July,Ocambo applied for arrest of his excellency Mr .Bashir.In 2005 ,the ICC had been moved by Ocampo for arrest of interior minister and militia leader.A brief excerpt of the ICC document i.e. OTP's 2205 application which had been accepted by the pre-trial chamber is provided herein:

"Since the start of the investigation in June,2005,the Prosecution has collected statements and evidences during 70 missions conducted in 17 countries.---

The crimes alleged in the Application were perpetrated in the context of a non-international armed conflict in the Darfur region between the Government of the Sudan and rebel armed forces,including the Sudanese Liberation Movement (SLM/A) and the Justice and Equality Movement (JEM) from about August 2002.Both rebel groups mainly recruit from the Fur,Zaghawa and Masalit tribes.---

The vast majority of attacks carried out by the Sudanese Armed Forces and/or Militia/Janjaweed in Darfur were directed at areas inhabited by mainly Fur,Masalit and Zaghawa tribes.---

Ahamad Harun personally delivered arms to the Militia/ Janjaweed in Darfur.He was seen in aircrafts loaded with supplies of arms and ammunition, in some cases G-3s and Kalashnikov assault rifles.---

In Arawala,in December,2003,Ali Kushyab personally inspected a group of naked women before they were raped by men under his command.The victims were tied to trees with their legs apart and continually raped.---

Witnesses described that arrested men had their arms tied wide apart to a plank of wood on the ceiling; their legs were also tied wide apart and a stove was left burning between them."

Al-Bashir had managed all the heinous crimes in Sudan and he tracks down witnesses or, human rights defenders as persons committing treason.The ICC steps in to get hold of such a wonderful person and hold him accountable by terminating the impunity he enjoyed individually.





In retrospect, the genesis started in 1983. Drought in Darfur north,famine in Darfur south, problem of access to resources and political power,compounded in the context of Arab and Black muslims mistrust, among others ,triggered off the imbroglio.As many as 22 rebel groups operate in the zone, sometimes with support from the adjoining sovereign states. The leader of the largest liberation group proposed rotatory presidency or ,he even wanted to be happy with vice-presidentship.Bashir turned any proposal for resources or, power sharing.The UN aid had been extended and peace process could have started in order to hoodwink the international community.

United Nations Security Council passed the unanimous resolution no.1593 of 2005 in order to refer the Darfur crimes to the ICC,hence, the ICC prosecutor Ocampo's application to the pre-trial chamber of the ICC to issue warrant for arrest of al-Bashir.Already Harun and militia leader had been indicted.The game is back to the 15-member of the UN security council, which can defer the matter for one year to start with under the most dangerous article 16 of the Rome statute which should be subject to abuse.

The unipolar world expects the US to conduct international relations with enhanced responsibility.The US government had been opposed to the ICC,enacted Hague Invasion Act,2002,American Servicemen's Protection Act and BIAs in order to disable the ICC.However, the US would love to play good man for a while by supporting the matter of indicting al-Bashir.Barack Obama takes similar stand towards al-Bashir's heinous crimes including genocide, war crimes and crimes against humanity.Human rights day would be a slur to Darfurians as long as al-Bashir walks tall after committing heinous crimes.

On 10th December, human rights day, every one reminds of the next man behind, of the message of the Universal Declaration of Human Rights,1948 .The ICC complements the national jurisdictions to trace out heinous criminals who violates human rights ,and make them accountable under their sovereign national jurisdictions.If everything fails, the ICC , as the court of last resort, steps in to complement national jurisdictions in termination of impunity.

A debate in Sudan Tribune has been raised the other day on 6th December about the merits and demerits of the requested arrest warrant likely to be issued by ICC against Sudanese president Omar al-Bashir, who in the name of counterinsurgency ,has been charged for commission of genocide, war crimes and crimes against humanity of 3 lakh Darfurians at Darfur.

The author[ of the blogger herein] has stated yesterday in Sudan Tribune that the waiver-like deferral likely to be sought from Security Council under ICC statute article 16 should not hold water.Besides, with the Bush's stand for Bashir's indictment by the ICC, Bashir sympathisers may not get 9 votes out of 15 SC membership in any eventuality, despite the soft stand taken by Russia,China and Arab stands.

In the ongoing tussle, Barack Hussein Obama has appointed Susan Rice - a hardliner against Sudanese government, as the next US ambassdor to the UN and article 16 waiver-deferral may not be possible .Susan Rice is in no way a relative of Condolizza Rice.

Already, the ICC has issued arrest warrant against a rebel leader, a minister of Sudan and is likley to issue another three more which are kept secret .The ICC chief prosecutor Okampo on July 14,2008 has requested the ICC trial chamber I comprising three judges for indictment of Mr.Bashir on 10 counts of commiting genocide, war crimes and crimes against humanity under the garb of suppressing insurgecny in Darfur

Chief prosecutor's written statement addressed to the ICC on 14 July,2008 is quoted:

"I have submitted to the Judges an application for the issuance of an arrest warrant against Omar Hassan Ahmad AL BASHIR for genocide, crimes against humanity and war crimes. ---

May be around 20 men rape one woman...They rape women in front of their mothers and fathers...

---There is an armed conflict in Darfur.The government of Sudan is engaged in a military campaign against two rebel armed movements.Both rebel groups mainly recruit from the target groups,---but it cannot use genocide as a means to do so.Since 2003,Al Bashir's forces purposefully targeted civilians who were not participants in any conflict."

Bashir has imagined three ethnoses of Sudan - Fur, Masalit and Zhagawa as direct threat to his administration.Peace talks continue ; while it is on, Arab and African states desire that ICC should not arrest the offender Bashir, who had mercilessly killed 3 lakh Darfurians and displaced 27 lakh Sudanese.

The ICC would not have exercised jurisdiction over Sudan which is not a state party to the ICC Rome statute,but for the UN Security Council resolution no. 1593 0f March 2003 .The UN Security Council has the authority under the Rome statute to trigger off prosecution against a non-state party like Sudan or India.

Like Sudan, India is not a state party to the Rome statute, despite NGO pressures to the government to join the ICC.Barack Obama has the opportunity to unsign to what Bush has unsigned in the Rome statute signed by Bill Clinton on 31st December, 2001.Impunity termination is the mantra for international justice and rule of law.

On 4th December, 2008 , the ICC chief prosecutor has informed the progress of his work in details to the UN Security Council, as he has to report the progress for every six months.Ocampo has submitted an additional evidence of about 700 pages in support of the requested indictment.If Mr.Bashir is arrested even under a secret warrant, he would be physically present for the trial.

Impunity -termination requirement has reached out the civil societies of Assam, NE region in India which has been facing impunity of state officials and soldiers , and killers from amongst the irresponsible orgs. or, fundamentalists of all spiritualities whosoever ,that commit heinous crimes with impunity, for half a century.Darfur is a wake-up call to humanity at large.

REVISITING 1964 NAGA PEACE MISSION BEFORE AMSTERDAM TALKS,DECEMBER 8

1964 NAGA PEACE MISSION REVISITED _
BENCHMARK FOR THE PRE-TALK KICK OFF

Every one in the country had been waiting for a peaceful and successful negotiated settlement of the Indo-Naga conflict, during the last twelve years.Of the two major issues, one remains invariably,predominantly central since 1947, and another appears to be a bit complicated in diplomatic linguistics, since three Indian states and a foreign state which are not invited to the ongoing talks by the union government of India, are inextricably involved in any proposed meaningful process.

The central issue of 'Nagaland independence 'remains the top agenda since 1964 peace mission efforts.The philosophical validity is simple: when the one- time oppressed people becomes the oppressor,oppression has been as good as vindicated and justified till it has been qualified or, terminated for good by transcendental civilizational valuesor, super-eminent principles.The same may be applicable to Nagaland imbroglio.

Without any prejudice to the possible political outcome whatsoever on the topic, four broad parameters had been nearly settled by the 1964 peace mission comprising JP.Narain, Assam chief minister B.P.Chaliha,reverend Michael Scott of the holy church and one more member who skipped off due to illness.The framework for talks had been laid down in 1964. The 1964 peace parameters are revisited for historicity and contemporary relevance in the process of a successful settlement.

# JP.Narain officially addressed the peace mission forum:"Mr.Speaker Sir,we regard the Nagas particularly those connected with NFG as Naga patriots and not as outlaws.They are not breaking laws,but fighting for freedom".[25-3-1965].However,dominant Indian view,particularly of leaders in politics,universities,media ,among others, is that they are terrorists to be erased out from human history.JP could have prevailed upon the latter.

Reverend Michael Scott :"What you are asserting is independence.It is not rebellion or secession."[25.3.1965].A large number of Indians had been led by the powerful overarching- manna from the heaven like- mass multi- media to assume that they want to break up India.History would give testimony though.He further noted," And the kind of relationship between Nagaland and India may be negotiated." Negotiation had not been ruled out in 1965.

The peace mission made certain positive observation in their efforts for hammering out a settlement,like the one that had been reached at on good Friday at Belfast in 1998.In their official statement, the mission observed, "The Peace Mission believes that there is no human problem that cannot be solved by peaceful means. ...
..12.The peace Mission,in the circumstances,appreciates and understands the desire of the Nagas for self-determination.."[20.12.1964]

Mo Mowlam wrote in 1949,"You can't switch on peace like a light".

## Withdrawl of forces of both the parties engaged in hostilities for whatever justification that had been made by the political leadership has been perceived as the beginning of any substantive peace process the world over,let alone the Indo-Naga conflict.

JP. Narain was a different Indian,known for his total revolution, struggle against unwarranted emergency,violation of human rights and also a wonderful man who turned down the post of president fo India during the Janata regime.His ideas took ahead of progressive generation of his time.On forces withdrawal,JP spoke:

" We, the three Peace Mission members, would like to see the Security Forces of India withdrawn from Nagaland tommorrow.--- We are anxious to see
Indian Security Forces withdrawn." [27 March,1965]
Peace mission proposal was seminal and significant in order to give a chance to peace to break out.Peace did not break out.A party waited for zero-sum game and, another for non-zero-sum game.The Zapatismo might have anticipated a velvet revolution in awrong time in history.Nimbyism had taken over the political space.

The peace mission proposal was simple without any embedded hidden agenda.It noted,"The Peace Mission's proposal, following this bilateral declaration of renunciation of war,to deposit all underground arms in the safe custody and to withdraw all Indian forces from law and order duties could not be unfortunately implemented." [20.12.1964]

### People around the world including Indian patriots and academic, historian,political scientists in India are confused if the Nagalanders are _ a] a people,b] if so, entitled to the exercise of the universal right of the people to self-determination, c]if so, when,d] if so, have they ever exercised that universal right,e] then, how did they exercise and above all, f] did the government of India obstruct them to attain their legitimate political and soci-economic status.

The author wishes that PM,PMO's office,Padmanabhaiah et.al. might have fully understood these basic parameters, and benchmarks, and turned around the negotiation process,directly in the last twelve years of 50 rounds of active negotiation on the central issue of the Naga imbroglio, without making strategically- worked out,premeditated distractions from the central issue.

All the actors in the UK that reached out the Good Friday Belfast agreement 10 April, 1998 did work on 20 month-long non-stop negotiation with the USA as the guaranter that prevented the talk from sliding down on unchartered ground, as it happened to the Norway-facilitated Srilankan talks that irretrievably failed.

The confusion about the RSD of the Naga people had been removed by the great peace mission.

"5] ...Nevertheless the Right of self-determination,the claim, belonged to them separately as a people from the sovereign ,independent state of India,.." [20.12.1964]

Chief minister B.P. Chaliha did concur on the entitlement of the Naga people to that right,yet he pressurized on moral grounds, the liberation group-NFG to exercise that inalienable right of the Nagas towards making Indian union stronger.In his words,

"First thing is that Peace mission proposal recognises the right of self-determination,but at the same time urges NFG to exercise that right in favour of India because we want a settlement." [24 March,1965] .

The second part bears a pursuasive,emotional note unlike the first part of Chaliha's official and categoriacl statement about the entitlement of Nagas to the universally approved right to self-determination.The first part,hence,had been negotiable.

At the end of the day, the peace mission kept every one in good humour when, it proclaimed,"The Peace Mission believes that there is no human problem that cannot be solved by peaceful means." [20 December,1964].

Remarkably, the mission knew- possible informed by their sixth sense- that no human history and no geography including that of the Ottoman,or the Soviet empire could claim immutability.In its words, " We do not say that this should necessarily be a permanent settlement because nothing in this world is permanent."

AMSTERDAM INDO-NAGA TALKS- 7 DECEMBER ONWARDS

ELEVEN- YEAR- OLD INDO-NAGA TALK RESUMES

Everybody talks for peace and progress;the only congenital problem with peaceniks lies with the nature of peace- be it the peace ,Third Reich had thrust upon the Zionists for a couple of years that led to total devastation of the world or,a just and durable peace ,founded on universally endorsed standards like equality of nations and self-determination of nations which had acquired,but not exercised that right.

Peaceniks or conflict escalators or, genuine peace-breakers have to choose one of the two_grey remaining grey as ever.Choice is yours,outcome could for others.After the cold war, American peace models vary from Nato-bombing at Kosovo,fragmentation of Yugoslavia to Taliban and WMD hunting in Asia outside American soil. American bombing for peace has been in the peace- studies curriculum in the USA.Any honest peace broker cannot overlook all the human experiences.

Nitty gritty of Nagaland's sovereignty demand is widely known,yet the the colour or stripes of peace are least known.Is unjust peace fragile ?A lot of homework has to be done by PMO's office and the prime minister of GPRN on the subject.

Paris principles of 15 June,1995 had brought the NSCN to the table on the conditions that_ a] talks would be on the sovereignty of Nagaland,b] talks would be at the PMs' level,c] talks should be outside Indian territory.Paris principles had thus, become a benchmark or the basic standard of legitimate talks between NSA or NSAs demanding extra- constitutional positions;however,they have the least bearing with NSAs demanding constituional recognition of their tribal or communal rights or,ST status within the four corners of the Constitution of India.These NSAs are basically different- the only most common characteristic remaining_is the use of military means or, resort to arms.

At the peak of Naga insurgency, the direction of any consequential significant talk had been already charted by PM Nehru. His official statement in the parliament on 28 August,1962 provides the roadmap of Indian position:

"---subsequently,we repeatedly discussed the matter in early days with Mr.Phizo himself and then with others representing the Nagas,hostile or not, and always WE MADE IT CLEAR TO THEM THAT WE WANT TO GIVE THEM THE FULLEST AUTONOMY within the Indian union.It is true that I told them that I was not prepared to discuss any secession from the Indian union but SHORT OF THAT I WAS PREPARED TO DISCUSS ANYTHING WITH THEM." [emphasis added].

Nehrus's categorical statement is nearly synonymous with what PM Narasimha Rao talked about 'short of Azadi' status of Kashmiris in 199os.Fullest autonomy has never meant minimum autonomy under the Constitution of India.The term'FULLEST' in lieu of sovereignty is the term for negotiation.

Out of 31-demand- proposal made by the GPRN caucus, the most relevant one in regard to Naga national question is re-federalisation of Indian union by leaving all powers to the GPRN save defence, external affairs,currency and communication that could be at Indian hands.A study of ground realities hints that in the event of GOI conceding the common proposal-it may not happen at all also-, the other NSAs like the Khaplang group or NNC are not parties to any negotiated agreement.Here,peace may face a stumbling block.

The model placed on the table for three years is exactly what PM Indira Gandhi and Dinesh Singh offered in 1967 unilaterally to the Nagalanders. In a sense, the Indian PM's road map was Indian position made known before four decades and there is absolutely nothing new in the GPRN proposal that happened to be Indian position towards constucting peace in Nagaland.Only the table is turned around;it is back to square one.

In retrospect, during peace talks in Nagaland,JP Narain proposed a BHUTAN type status for Nagaland,Reverend Scott asked for Puerto Rico status, Assam chief minister and other two cited Self-determination as a benchmark.Records would reveal details.Peace might have broke out in 1967; the quest for durable justice continues.

MAPS HONOURS MANIPURI SCIENTISTS TODAY

As much as Assam Science society- an NGO- reaching out nearly every assamese home- promotes science for decades,a modest Manipuri sci-org.MAPS-Manipur ASSOCIATION FOR PROMOTION OF SCIENCE honours at Manipur University senate hall, two Manipuri scientists- one a neurologist Dr. Motilal and another a physicist based in the USA- Dr.Suryalal for their outstanding contribution to science culture and science in their respective fields.

Earlier,MAPS had facilitated a number of Manipuri scientists, although the political media kept the news down unlike Assam Tribune and Sentinel which make headlines of their scientists and university intellectuals with reasonable pride.

The PSN journal of the MAPS, published in January,1994 discontinued publication for a long time.Some of the members could have been busy in research and some might have forgotten their own social commitments for frivolous personal reasons.In Manipur, private reasons normally subdue public reasons and the CSOs are fighting this malaise out tooth and nail.

However, the PSN volume I Number 1,January,1994 ,with 12 pieces in the contents is a pathbreaker in its own right.A few science journals published by university people survived one or two years at most with no funding problem,unlike the PSN, an ailing sci-journal survives even today like a terminal patient on death bed.Some of the members would love to justify with strong,formidable private reasons, its mortality and fatality; public would not consume such absurd reasons.

The 4-page editorial of PSN vol.I issue I had already promised to the people with strong commitments from which only diehard politicians would retract.A physics professor, a chemistry professor and aBio-chem professor had scripted the MAPS in my presence at Guwahati and, later on three four scientists joined the hard core. A few excerpts:

" We want to work for transition from from a gossiping society to a critical society, from a culture of science to a culture of enquiry".So far so good,now a dignified retreat to gossiping society? ."You cannot do pure science with an impure mind.You cannot have applied science without applying yourself first." Now, days of judgement from the public: impure mind prevails upon everything and, they have to apply the judgement to themselves before teaching others to do so.

"From the experiences recorded through practical interactions with the situation in this region,MAPS wishes to contribute to the reshaping of the "Science Policy" in Manipur...".This being a difficult job, the public holds up from passing any quick judgement whatever.

Manipuris hailing from half the size of aUP district lead the world in culture, a few disciplines in sports, HIV/AIDS, prolonged insurgency, ethnic unrest and extrajudicial executions, which even the CNN and BBC fail to report for decades, because of the western values that consider third world lives as just animal lives.If jew or a Briton is done to death,BBC shouts for 24 hours a day.Discrimination by the ex colonisers.

Manipur scientists all over the world owe humanity a lot, and they have to record their breakthroughs.A couple of them had already made their mark in genetics which NATURE reported often, theoretical physics,so on.One or two Nobel laureates may suddenly emerge from cool darkness .

In Manipur, a science culture is yet to be built up; the insurgents may and should not interefere to the scientists and intellectuals who are busy for 24 hours a day, without doing justice to even their family, and loved ones and private concern.Cast- outs, flomboyants and glossy mongers would be aplenty even in Africa,let alone Manipur or,Assam.Yet there are a few hard workers.Their number may be very small,yet the figure would rise.MAPS and PSN could continue rendering better,substantial service to the nation and the nations around.Congratulation to the MAPS revival after a long slumber like uncle RIP Van Winkle.When you woke up, the world had changed.

TWO-WEEKLONG MANIPUR MEDIA BLACK ON ONE EXTRAJUDICIAL KILLING

Since November 20, Manipur print and electronic pvt. media made a total black out in protest against the alleged extrajudicial killing of one junior subeditor of a local paper. 24 lakh -strong Manipuri populace has been taken in siege because of the black out.It is proper that all dailies and other media resume the rendering of the essential services to all, while continuing their democratic protest in one form or another against the Ibobi ministry, run by the New Delhi government in the true sense of the term. Gherao, mass rally, fast unto death, so and so forth are tested weapons of protests.

The figure of extra- judicial executions committed by the state and other none state forces or, even by the mindless criminal,gangster terrorists is abnormally high considering the tiny state population.A holistic exercise would demand the government to make public ,all the EJEs committed by all parties and the accountability.

Pending the holistic report, all the Manipuri people have the right to know the events and without newspapers, the nation is virtually dead.We need not reiterate this sense of urgency expected of our journalists fraternity. Profession demands many a thing and it is rigorous to bear the pain and bear the professional responsibilities.

We look at the issue from another angle- pessimistic though.If a junior doctor is killed,is it reasonable for all the doctors and nurses in Manipur to close down all hospitals for two week, till the state hands over the criminal.If a school teacher is done to death, is it rational to close down all the educational institutions for two weeks and make 30,000 of our children illiterate.The world would crash to a grinding halt, should the black out/close down procedure is taken for a precedent.Our benchmark and standard-setting could be one and not two or more.

The lost soul is our common loss,yet are we going to lose every asset and resources that we have.His importance to society is accepted, similarly other social activist or professional deserves equal attention of all professional groups.

On the whole, the media persons owe a little bit of service to all, despite the sad event whihc may not be the last event ina turbulent state or region.
