THE SRILANKAN CEASEFIRE PENDING

THE UN, THE WHITE HOUSE,INDIA FOR IMMEDIATE CESSATION
OF HOSTILITIES IN LANKA

The LTTE chief might have escaped through sea route along with his two remaining top commanders or, could have been ready for a personal decision on the modalities for a surrender. Like every Tamil tiger, the chief makes no difference of himself in going around with the cyanide pill that he should not miss at a moment's call .Two things are quite obvious at this stage :

1.The LTTE could be decimated or wiped out by the Srilankan army in the final assault at the 6 sq.km. no fire zone with 20,ooo Tamil civilians being entrapped.

2.The likely decimation of the LTTE would not lead to immediate termination of the three-decade long Tamil upsurge for a final solution of the Tamil national question.
Of the two issues, the second one overrides the first one which is instrumental in keeping the second one a valid proposition.

The second matter could be resolved either by conceding independent Tamil homeland or, two- state solution in the tear-drop island, that the Sinhala government is not at all prepared to concede or, working out an autonomous Tamil state catering to the need of Tamil Hindus that constitute 18% of the island population and Tamil Muslims that constitute 8% of island population.The 76% of population- the lionised Buddist Sinhlas starting from the days of Buddhist demonstration in Bandanaika's era down in 1950s to Premadas to Rajpaksha presidency in 2009, who by himself is the incorrigible Sinhala chauvinist and had never bothered for a federal solution .

Thimpu talks , 1986 Indo- sriLanka accord and Norwegian- led talks of early 2000 are missed opportunities for both the warring groups. TELO in 1980s was favoured child of DMK unlike LTTE- the favoured child of MGR, unlike EPRLF and others ,none of which survived barrinng the LTTE.

The TULF of 1980s- the Tamil moderate voice had been gagged by the LTTE.Even the Sinhala Maoists- the JVP, led by husband of Chandrika Kumartunga was ultra-nationalistic in Sinhla terms.The Buddhist clergy are equally ultra nationalitic.That is the bedrock of the LTTE legitimacy.As of now, like before, only a federal solution clearly stands out as the viable solution in the midst of a complicated military- political situation.

Unlike the insurgency-affected full-fledged states of India's North-East, Tamils donot have even a Tamil constituent state in united Srilanka.Denial and deprivation led to TULF and emergence of the LTTE- the lethal liberation force in SriLanka.A federal solution has been missed for long due to the Sinhala chauvinism and the spark emanated from Jaffna university in 1980s and the violence since 1983 of the LTTE that kept other Tamil outfits aside.

Thimpu talks,1986 Indo-Srilankan accord and Nowegian-facilitated conflict resolution did not deliver results.The 1986 accord did not take off due to Jayawadene's leaving the office and Premadasa's dislike the modalities.With the demise of the LTTE, the Tamil eelam fire would not put off just because of the militray defeat of Tigers.A federal solution and political admission of pluralism could be the road to durable peace.The eelam spirit is alive with or without LTTE.

The UNSC could not make the ceasefire an agenda on 22 April last because of Russia-China equation in the SC.As on 25 April, the white house stands- as it makes its stand public- for the ceasefire inorder to help the entrapped civilians.India takes similar stand.

Russia's 300- year- old Chechen issue and China's post-Mao Xinxiang issue prevents the UNSC to enlist the ceasefire in the SC agenda, although the SC makes it quite clear the immediate ceasefire by the two parties are the immediate imperative.The US made it quite on 24 April ,2009 clear that Srilanka government and the LTTE had violated the international humanitarian laws by denying rights to the Tamils in
the NFZ.

The immediate concern is saving the entrapped Tamil civilians in the NFZ and working out the modalities for cessation of hostilities as India proposes.The SL army and the LTTE are allegedly violating international humanitarian laws- as the US white house speaks out a short while ago.
