For the seventh time, Australian boys struck at the Indian students in Australia,despite the denouncement by the government of Australia.Yesterday,a British MP said that Britain is full of foreigners in reminiscent of Enoch Powell's similar pronouncement.Racism is at work now in several places.World conference in Durban against racism has outlawed racism of any manifestation whatever.

It is true that Indians had swamped the west in terms of lakhs and the middleclass westerners might have felt threatened.In return, India would have provided space for a million whitemen or yellowmen- the Chinese.Americans would not accept CEO position in IIM or IIT or any sector and Indian would make their physical presence unaffordable.How many westerners- the tourists had been done to death in Goa or in Delhi.If we count the numbers, possibly Australia would be put to shame. The Australian and ndian mindset are not much different at least to the victims of racism. The universities, power centres and NGOs have to fight racism alongside the government in the country.

Is there internal racism in India ?
Undoubtedly yes. Assamese girls or boys or the NE students bore the brunt in railways and cities.In New Delhi, cases of rape and physical assault on NE youths and students had been reported thereby placing Australia as insignificant.What could be the plausible reasons. Historically speaking, North East had never been a part of mainland Moghul India or even British India.Assam had been an exception in being a part of British India jsy a shor while ago in history.History had therefore,separated Indians and the North easterners for three millennia only to be united by govt.gazette notification. Indians by choice or by gazetted Indian?The argument that NE becomes a past of political India so suddenly makes no sense.The mindset is not prepared.

To be a little bit specific, the people of Tibeto Burman or Sino-Tibetan origin are still recognised as non-Indians to 99% of Indians and they have to prove 1001 times daily with ID cards and 5 hour long arguments that they are also Indians.Indians never accept these people as Indian except through TV and print media or, ID cards.

This is the prima facie evidence of separate nationalities united by army's guns and governments' gazette notifications.No naturaleness and no spontaneity which is the first and foremost ingredient of nationality.The author himself had encountered innumerable experiences even within the region; sometimes, even for a minor misunderstanding that happens to every one, students of one adjacent college in december,2008 wanted my apology in public for a trifling matter misunderstood event to which to two professors- me and one more are equally and exactly equally involved.Forget about the trivia;even barrister Gandhi with ties and suits had to be kicked out of 1st class compartment by a racist, who is just one out of a million in South Africa.

Manipuri boys who by nature had never submitted to campus dada culture- may be due to absence of casteism in Manipuri society in 3000 years- had been driven out of Punjab, Allahabad, Madras or another 20 cities in the last 3 decades.To be honest enough, the boys might have been deliquent as in their age groups they behaved that way.Reason; Indian boys and girls had never accepted them as their own.

Manipuri terrorists or thugs had killed nearly 300 Manipuris a year for ransom so and so forth; but these are not highlighted by Telegraph,Guwahati.When a hundred Biharis had been killed in Assam, it was big news- we agree it should be and criminals deserve justice.When Telegraph highlights, the unfortunate killing of migrants in Manipur,Telegraph has done the right thing.Kudos.

But sadly, when 300 Manpuris are killed by Manipuri thugs, Telegraph conceals them and sometimes published as 1 cm.newslet in that wonderful paper.Our stand is that killing of 300 souls and another 5 or 100 deserve equal page 1 headline space and condemnation; we do that and Telegraph run by probably a covet fascist lack the courage to do so.Telegraph is not alone.

Selective justicing by the media is no better that selective injusticing.Telegragh might have expected a backlash and a communal riot; but it shall never happen.

Racism is to be fought in the mind of the racist first and crushed like fascism that papers like Telegraph secretly nurtures.1 year collecton would prove that.Down with racism- white or brown or golden.We are onein the struggle.

soul searching and visionaries

HRD minister's public announcement to set up as many as 14 world class universities and 384 model colleges might be welcome in certain quarters.Naturally, any proposal to set up institutions are prima facie welcome before the conseqential, result-oriented ramifications could be assessed in cool thought chamber.Insitutions are run by men and t is the quality of the men that reigns supreme.Can we do some honest evaluation of univs. in our region.

We went to central universities [ without naming] in the region. Offices,classrooms so and so forth could be found open for a few hours after 11 am and 2 pm. Salary hike- 80,000/ pm to start with, a meager 3,ooo per day is not making some stoic faces smile.Some universities in the Myanmar border, particularly one, make us refresh with Kampuchea's killing fields.Shoot outs, extortions,Berlin walls in the tiny spaces available, daily massive propaganda handouts a la Natzi, Goebellian style are in the daily news.It is central universty at the end of the day.People are in siege of the terror withn and terror without.How can you or me concentrate a wonderful pathbreaking economics or,philosophy or,physics paper worthy of world class evaluation in the midst of the killing fields.

Harvard, yale, Princeton,Cambridge,Oxford,Edinburgh,Moscow or Beijing universities are different.The halo of first top Indian universities like Calcutta,Madras, Bombay,Delhi,Mysore in that order had vanished only to be replaced by highly perturbed, politically motivated clones.National Knowledge Commission on 4 fields,TIFAC report need careful reading before we launch heritage or,other forms of universities.They are the knowledge inputs of 300 Indian top academics and scientists working in a team.

The problem is that basic university education has become a thing of the fast, although some IITs do shine like freaks.Indias HRD minister and the VCs have to do a little bit of soul searching, apart from gimmicks. NCHE is yet to be assessed.

World class would not become so overnight; they resulted from accumulated experiences and enormous creativiy of the faculties as a whole.A DULL slot and a black sheep would be the end.Infrastructures.Atthesame time, it may be noted that in the last 30 year old bookfairs- twice a year held in the city_ could be error of judgement also, I hardly could meet just a handful of teachers , nothing more-nothing less.The show business is not the indicator; the culture sustainable s that reallly matters.There is no room for sudden quantum jump in any discipline.Even the theory of justice today is the beyeproduct of 5000 year-long theoretical infighting across the continents and the real politics on the ground.

The region is a virgin soil.Whatever you seed in, mother earth or theintellectual earth would delver the goods.What we have been looking forward is the missing convictions and will to rise to new heights.World class universities have to emerge here also.Time is ripe.

LTTE is probably not the cause of the war,but the inevitable consequence of national oppression of the Tamil Hindus by the Buddhist-dominated Sinhala only unitarist foundation of the Lankan state.It has committed blunders in turning friends into sworn enemy like India govt.

Historically speaking, before the colonial British left Lanka in a mess,north east Sri Lanka had been ruled by Tamil kings and later Tamil dispensation for 2000 years in the same way as the rest was in the sway of the Sinhalas who had been Aryans unlike the Dravidan Tamils.The two-national existence was a reality till British messed up the mess had been bequeathed to dominany Sinhalas.

In the process, the Tamil Muslims also had a mixed entity in the NE Srilanka.The political re-union of north and the east is a problem due to Muslim factor.

Actually,LTTE,unlike TELO,PLOTE,EPRLF- now goneor surviving under different identities elsewhere,has been the favourite,blue -eyed baby of Govt.of India.From a scratch,LTTE had been scripted as the most formidable force by PMs and top army generals of India till it progressively degenerated into terrorist set up.From revolution to terrorism- that is the blunder,as Karuna-LTTE no2. who switched over to govt- side as a minister had pointed out.



Srilankan army and the decimated LTTE had committed war crimes for which Lankan generals might be booked.It is upto the USA and other powers to do so.The world has to take the agenda of war crimes seriously.For LTTE, they are physically decimated,but the Lankan generals are alive and could be tried under a judicial dispensation that the world could evolve.

Yesterday, US prez.Obama assured the formation of sovereign Palestine state, and it is going to be,unlike the messy Eelam.The Tamil diaspora in the world and the gen-next woudl insist on eelam in the changed context over a period of time.Rajapksha and his fans assume that Tamil issues is dead with the LTTE; it is far from true- even moderate TULF could launch a democratic movement by default of the LTTE.

Lankan government- deeply entrapped from within by Sinhala chauvinism would definitely propose a softer option - 13 Amendment of Srilankan Constitution for limited and highly qualified Tamil self rule in the East and the North.Even for this move, the prez. has to win JVP and Sinhala extremeist bodies and the fanatical Buddhist order,let alone the UNP.

India would naturally insist on 1986 accord for limited Tamil autonomy.Prabhakaran rejected it and urged upon Tamil self-determination in 1986. Eelam could be diluted,yet eelam is the context for a federal solution.If Sinhala prez. mistakes history,history cannot mistake him.

Irish question is alive since 1922 till 1998 Belfast Agreement.Scottish issue is alive since 1707 AD.Puerto Rico in USA and Quebec in Canada are live wires.So is Basque in Europe,Kurds in Iraq.Chechen issue is alive in Russia after 300 years.No statesman worth the salt would conclude that Tamil eelam is dead with LTTE.

UN is ready to concede sovereignty to 16 nations under C-24.Out of 60 dependent nations registered under UNPO,as many as 20 are viable.UNPO is divided house though.South Asia has another half a dozen nations in wait for national emergence.The unfinished agenda of colonialism also includes Eelam.It could be autonomous or,self rule or, sovereign; a federal solution is the minimal political agenda for a peaceful SriLanka.A Lankan nation with wailing Tamils and smiling,elated Sinhalas ,is not a nation at all ,and a nation is yet to exist in Lanka with the exit of the LTTE.

RIGHT TO LIFE IN THE NES

Before the constitution of India in 1950 and the UDHR,1948 guaranteed the right to life of every one,this right has been inherent in every individual- citizen,foreigner or migrant worker.Sections of armed groups- genuine or otherwise fake- might harboured xenophobia or, even a perceived threat to indigenous people in the NE region of India.

Suitable laws exist and if necessary, like other hill states of the region, Assam and Manipur governments might have amended land laws to prevent tranfer of indigenous lands to others.Laws can handle issues relating to migrant workers;however, certain elements,not necessarily from the radical NSAs and NLMs could have taken the law into their hands and attacked the unarmed, helpless migrant workers.

The government- central or state- chose to remain miraculously silent spectators when around 100 migrant workers died in Assam recently and another a dozen before a couple of days at Loktak lake in Manipur.Paradodically, Loktak lake had been combed from ground and the air by unmanned aircrafts,helicopters and it is difficult to penetrate into Loktak chakraviyu which is at present totally in siege of the the Indian armed forces.

Common people would love to find fault with Indian army and their, satellite managed-GPS positioned, armed to the teeth army shield and in no lesser terms, with those elements who hoodwinked the army with a smile, and had done to death ten migrant workers.The world is one in showing concern for both the native and the helpless migrant workers.

The apathy of the Indian forces, state police and the ten-thousand strong spy-network, equipped with the best-state of the art equipments meant for the NE region only,not only to the protection of migrant workers, civil society bombed on daily basis by so called terrorist groups,but also to government officials like Dr.TH.Kishan had not been denounced by national political parties, HR bodies, so and so on.

Given the state of the art readiness of Indian army at Ukhrul and the equipments kept at their disposal that monitor even Red China at every microsecond,Dr Kishan could have been comfprtably rescued in the first one hour of his abduction, stage-managed by one Hindi speaking DC for three days in three sq.Km area- a DC known for syphoning off crores of rupees from the hill development fund thereby impoverishing the Manipur hill people for decades, with the full knowledge of the state chief secretary, who in person for political assimilation of tribes, had married a Naga lady and before the eyes of the central government.

If the DC and the CS wanted to save their junior official Kishan serving them ,they could have done it at a moment's notice with the help of their mobiles and super fast technology.In similar vein, if the Indian army, the CS, police and huge KGB like set- up in Manipur wished to save the ten unfortunate souls who came to Manipur for a muthi chawal and not for purchasing Manipuri lands, they could have done it easily.

If they had a long term policy to systematically plant surrogate civil society chaos as a methodology to contain insurgency like blasting articial fire to blast out bigger fires as being done in the USA, the pay-off is temporary and, in the long run, that may not be the best way to a permanent solution.These tested mechanisms are obsolete and people think about long term solutions.

Migrant workers are not safe all over the world and hence, the international concern and conventions.The federal government at Delhi could have shown a little amount of concern for these unfortunate souls -the wretched of the earth, abandoned by the almighty as well, who migth have or not created them- that I have not seen.

PEACE DEAL IN NEPAL HAMPERED

The turmoil that triggered off following Maoist PM Prachanda's resignation last night in the wake of a constitutional crisis that happened between Nepalese PM that sacked a defiant army chief and Indian Medishi Mr. Yadav- the president of Nepal who acted on the dictate of government of India in defiance of the imperatives of the administrative primacy of PM, may lead to reversal of the peace process in Nepal.



Both India and communist China had fully utilized the traditional political space in Nepal. China is not far behind either.Pro- India PMs and cabinets had conventionally ruled Nepal till the PLA with 20,000 armed cadres revolted against the king and the Nepalese dispensation as a whole.As usual, Indian embassy in Nepal did overtime work to retain thte Medishi[ people of foreign origin] army chief who against the peace deal in nepal, openly resisted the incorporation of the PLA in the Nepalese mainstream- i.e. the Nepalese army.Red China wanted that the Medishi army chief who broke the peace deal should leave the job to his deputy, who is loyal to the Maoist government.PM Prachanda sacked the defiant army chief who refused to obey the PM.



Todays morning papers had presented the Indian case fully and distorted the Nepalese sovereign right to rule themselves to suit the need of the Indian embassy that does the proxy administration even in the new dispensation.The PLA had already lost 13,000 cadres in the revolution to protect their economic rights and freedom of the poor Nepalese and the peace deal included norms to incorporate the remaining 20,000 PLA cadres in the Nepalese army and Nepalese national mainstream,lest they should remain rebels forever. The Medishi prez. Yadav claims that he is the commander of the armed forces and hence the appointment or dismissal of the army chief would lie with him.



In the cabinet form of government that Nepal adopts, the prez is a luxury and the real centre of power is the PM, since no two centres of power can operate in conflicting positions in the same polity.Impossible.It happened once in India also when prez. Rajendra Prasad claimed same authority as Yadav does in Nepal now.

Attorney general of India resolved the impasse by educating prez.Rajendra Prasad that PM is the sole authority although the Indian president is the head of the defence forces;it is the PM of India who woul run the military, appoint and sack the army chief,not Prasad.General Cariappa once harboured the ambition to rule India by marginalising the PM Nehru who clipped his wings forever by dividing India into four separate commands; Cariappa learnt the lesson late and he was awarded the highest civil honour not so long ago.Nepal's PM- red or blue is the actual centre of power which the Indian prez of Nepal Yadav from the opposition party should not contest.
Indian prez. liked to inaugurate the innovated Somnath temple; Nehru opposed that a secular prez. should not explicitly do like that with any religious group and India was peaceful with such people in power,unlike the war veterans in the elections at the moment.Now, Talibans of all faiths ar prepared to shed the war of worlds.


Morning papers in India blame Prachanda for resignation and reviving the turmoil without giving a holistic thought of bringing peace in Nepal.UNIMIL does not interfere,but India interferes and hence the explicit and reciprocal Chinese interference.Unlike China, India is surrounded by all small states ablaze- Srilanka,BD,Paki and what not; India itself has 15 Naxal infested states,7 plus one insurgent states i.e. 23 burning states out of 28.Indian interference in Nepal could be restrained so as to reduce Chinese interventions in Nepal.

In order to save the Nepal peace process from further sliding down, the Nepalse themselves could take care of themselves; UNIML itself plays considerable restraint in the face turmoil and uncertainty.Rational restraint by itself is an active conduct of business between and among the nations.

THE UN, THE WHITE HOUSE,INDIA FOR IMMEDIATE CESSATION
OF HOSTILITIES IN LANKA

The LTTE chief might have escaped through sea route along with his two remaining top commanders or, could have been ready for a personal decision on the modalities for a surrender. Like every Tamil tiger, the chief makes no difference of himself in going around with the cyanide pill that he should not miss at a moment's call .Two things are quite obvious at this stage :

1.The LTTE could be decimated or wiped out by the Srilankan army in the final assault at the 6 sq.km. no fire zone with 20,ooo Tamil civilians being entrapped.

2.The likely decimation of the LTTE would not lead to immediate termination of the three-decade long Tamil upsurge for a final solution of the Tamil national question.
Of the two issues, the second one overrides the first one which is instrumental in keeping the second one a valid proposition.

The second matter could be resolved either by conceding independent Tamil homeland or, two- state solution in the tear-drop island, that the Sinhala government is not at all prepared to concede or, working out an autonomous Tamil state catering to the need of Tamil Hindus that constitute 18% of the island population and Tamil Muslims that constitute 8% of island population.The 76% of population- the lionised Buddist Sinhlas starting from the days of Buddhist demonstration in Bandanaika's era down in 1950s to Premadas to Rajpaksha presidency in 2009, who by himself is the incorrigible Sinhala chauvinist and had never bothered for a federal solution .

Thimpu talks , 1986 Indo- sriLanka accord and Norwegian- led talks of early 2000 are missed opportunities for both the warring groups. TELO in 1980s was favoured child of DMK unlike LTTE- the favoured child of MGR, unlike EPRLF and others ,none of which survived barrinng the LTTE.

The TULF of 1980s- the Tamil moderate voice had been gagged by the LTTE.Even the Sinhala Maoists- the JVP, led by husband of Chandrika Kumartunga was ultra-nationalistic in Sinhla terms.The Buddhist clergy are equally ultra nationalitic.That is the bedrock of the LTTE legitimacy.As of now, like before, only a federal solution clearly stands out as the viable solution in the midst of a complicated military- political situation.

Unlike the insurgency-affected full-fledged states of India's North-East, Tamils donot have even a Tamil constituent state in united Srilanka.Denial and deprivation led to TULF and emergence of the LTTE- the lethal liberation force in SriLanka.A federal solution has been missed for long due to the Sinhala chauvinism and the spark emanated from Jaffna university in 1980s and the violence since 1983 of the LTTE that kept other Tamil outfits aside.

Thimpu talks,1986 Indo-Srilankan accord and Nowegian-facilitated conflict resolution did not deliver results.The 1986 accord did not take off due to Jayawadene's leaving the office and Premadasa's dislike the modalities.With the demise of the LTTE, the Tamil eelam fire would not put off just because of the militray defeat of Tigers.A federal solution and political admission of pluralism could be the road to durable peace.The eelam spirit is alive with or without LTTE.

The UNSC could not make the ceasefire an agenda on 22 April last because of Russia-China equation in the SC.As on 25 April, the white house stands- as it makes its stand public- for the ceasefire inorder to help the entrapped civilians.India takes similar stand.

Russia's 300- year- old Chechen issue and China's post-Mao Xinxiang issue prevents the UNSC to enlist the ceasefire in the SC agenda, although the SC makes it quite clear the immediate ceasefire by the two parties are the immediate imperative.The US made it quite on 24 April ,2009 clear that Srilanka government and the LTTE had violated the international humanitarian laws by denying rights to the Tamils in
the NFZ.

The immediate concern is saving the entrapped Tamil civilians in the NFZ and working out the modalities for cessation of hostilities as India proposes.The SL army and the LTTE are allegedly violating international humanitarian laws- as the US white house speaks out a short while ago.

How to implement the ICC arrest warrant against Bashir is a matter of concern for the ICC, for the governments only can do so, and the two groups of peace keeping forces now stationed in Sudan donot have the mandate to arrest him.In the long run, he could be arrested in his foreign trip if he ventures or, easily caught hold of in the same way as Eichman had been captured by MOSSAD.Politically, powers like China and Russia donot favour his arrest.However, Milosevic and Charles Taylor- both head of the states, could be easily arrested if the world community has the real will to honour the ICC.The recent Arab League proposal to make a request for Security Council's deferral for one year is merely academic. People are made to beleve that ICC decision is good ,but impossible to implement.In the case of Milosevic and Taylor, the misnomer was demolished.

On 4th March,09, the PTC- pre trial chamber of the ICC- the International Criminal Court- has issued arrest warrant of sitting Sudanese president 65- year old Omar Hassan al- Bashir, who wrested power by a military coup before 19 years and has massacred 3 lakh ethnic Sudanese minorities not belonging to his ethnicity from western Darfur region since 2003 and has dsiplaced 40 lakh Sudanese.

In a massive rally at Khratoum on Thursday, 5th March,he lashed out against the ICC and proclaimed : " Sudan is raising its voice.It rejects the hegemony , the colonialists."After committing genocide and all the crimes one can imagine, questions may be raised if the genicide-saint is going to be crucified by the ICC.

Another western- sponsored military coup may be speculated to be in the offing if the monster- like president does not stop genocide, expel western aid- agencies that fed millions of children and render international justice defunct in the name of Arab nationalism or far-fetched western colonialism. Out of suspicion , he had driven out western aid agencies that fed Sudanese.He would allow them to starve in a highly polarised society.

President Bashir's allegation that the ICC is a western colonial tool could have naturally ,some buyers; but the three PTC judges happen to be from Ghana,Latvia and Brazil - none from the west, who cares a hoot for the USA that refused to sign the ICC treaty.USA and Bashir share commonality in disowning the ICC,yet the USA does not object to the referal to the Security Council of Sudanese genocide and war crimes .USA has changed guard recently.

USA is the best opponent of the ICC and if some one says that ICC is US tool, it would take years to convince a third world person.Besides, China and Russia which could not extricate justice from politics at present ,had been in the Security Council that espoused ICC jurisdiction over Sudan - a non- party to the ICC. Obama has concern for the ICC unlike his immediate predecessor. That Sudan is not a party to the ICC statute does not disempower the Security Council to make referral to ICC- be it any country whatever.

That China wants a political solution to skip the arrest warrant in order to avoid deep insecurity within, with Russian political support as on to-day, could have been an honest move- let alone the oil and weapons,but the ICC matter is about international justicing, not of international politics. China and India like the USA have to join the ICC.

President Bashir has been acknowledged as the one who committed war crimes a la the great Fuhrer, andcrime against humanity. The PTC of the ICC found strong evidence of his role in 7 seven out of 10 counts.Now,the ICC- PTC does not issue arrest warrant for him on grounds of commission of genocide, but on grounds of war crimes and crime against humanity.

In fact, like any third world despot, he had committed genocide.However, out of three ICC judges, two favoured genocide charge and hence, at this stage genocide charge has not been listed.That Mr. president is at the top slot for genocide is undisputed the world over barring his ethnically polarised supporters and genocide -accomplices.

Chances are that the UN Security Counci might have a stand off with the present Sudanese army at a stage, in the event of absence of a second coup after 19 years of the first coup of Bashir. Arab union, African Union might be aroused to defend the genocide hero- reason, they themselves are Bashir clones; in that event ICC may face a minor , temporaray set back.

In the worse case scenario, if ICC fails to click international justice, another tribunal like the Cambodian tribunal could also be set up with Arab support or , even otherwise and Bashir might not escape international justice forever.The UN can set up ICTY -model tribunal also, but it is costly and duplicative.

It is made out to be intra-muslim affair outwardly; but the issue is about international justice that transcends all the frivolous and uncalled for national or subnational arguments.Bashir is in wait for international justice.

Bashir is choosing two cards close to his heart - one Arab card to further polarize Sudanese society and to retain power and wealth with his ethnic group only like any thrid world or South Asian leader of all pretensions; secondly, the pan- African card like any obsolescent pannist that may not deliver goods to him- reason, African states are in the forefront of setting up the ICC unlike the USA, which is blamed for sitting on the wrong side of history as of now. That the USA could never become good even after change of guard is old school master's belief.Bashir could not always succeed in encashing a misplaced, anti- American card in order to justify his genocide and oppression of the western Darfur.

Apart from the ICC prerogative, Nobel laureate Tutu- an African in his own right, has said that you have to be on one of the two sides- the victim or, the oppressor.History had denied you to carry both parties to your side.Tutu might have been right,yet Bashir cannot escape justice.OTP chief Ocamapo had been criticized for prosecuting a mass murderer; Ocampo thinks about going outside Africa- Cambodia, Georgia and Afghanistan.Anti- African stigma cannot stig to ICC prosecutor.

The other day, a two-member -bench of the supreme court has outlawed campus ragging, imputed criminality to student criminals and issued mandate to cut back government, UGC grants, financial to universities, colleges receiving govermnet grants.So far so good for the judgement, besides the anti-ragging laws whcih are made totally unenforceable.

Besides, institutions could record such type of criminal behaviour of some students so that their antecedents could form the basis of their rejection in appointments.

What the supreme court had missed out is the need for a monitoring mechanism and implementing machineries like the dreaded anti- dowry law in India.The ink had not dried over the anti-dowry statute when late Madhav Rao Scindia spent a million on the prohibited act for the marriage of his son or daughter and CM Jayalalitha had spent Rs. 100 crore, possibly from taxes of the poor, starving Tamils at the marriage ceremony of her adopted son[ dowry inclusive].


In similar vein, stringent anti- ragging law aside,
the dadas in north India,some street boys in the south and inveterate ' respect the senior by one year' student leaders in students hostels in the NE region would continue the dreaded RAGGING for two months literally at midnight .The crime would continue and the academic community is not ready to extricate the culture at the moment.


Some institutions in the south shaped a brave new world by converting the ragging crime into respectable methods and culture of introduction, enriched by light cultural programmes. Actually, ragging in the west is an honourable word- students collect money for charity nn groups.The hostel dadas cooperate with teacher wardens so and so forth
in making campus or hostel life more civilized.Here the senior students set brilliant examples , with a missionary zeal ,concerned teachers and the university administration whole heartedly keep the new thought moving.


Some registrars, wardens and VCs issue orders only to be pasted at an obscure space in hostels before it is torn out the next day by the student netas.Some VCs in the region are at the mercy of armed students dada and address they as ' sirs'.They are at fault and unmistakably act as accomplices in ragging crimes.


The organised students bodies - the NSUI, the SFI, the ABVP, the regional students unions and the PGSUs can make miracles if they would like to induct a humane culture in the hostels."once I had been ragged and you have the turn now, I rag you - junior" ideology could be cast aside.It is no longer a missible impossible.

In some caste ridden societies,
ragging culture had legitimized caste vengeance and students die, toture mentally and leave the course.Besides, some evil students prevent studies and diempower students properly in job market.The university administration can monitor by making surprise incognito visits and toning up the mental health of some of the decadent, psychotic senior students.The university administration could accept the new mission by disowning the casual and perfunctory ways of the normal administration.

High courts could further crystallise the supreme court judgement with efficient accountabilty and monitoring mechanisms.A good but incomplete beginning , the apex court has made the other day.

Not so long ago, dead body of a Bodo student floated somewhere near engineering college.some students left courses and many underperformed their courses.in some institutions, some students were foung hanging .The world needs more of empathy than official sympathy.The students orgs. have more responsibility to make it real and bell the cat.

Ragging is more of a cultural diseaseor, menace than being a crime in the conventional sense.The college and university administration could make a move- visible,tangible. Every long journey or odyssey starts with the first small ,humble step.We are one in resisting RAGGING- the silent campus crime- here or there.

University education in the region started six decades ago ,and hence university is an imagery for many pandits even today.Kolkota,Mumbai and Tamil unversities had passed through three centuries at the minimum.a FEW MORE MILES the NE ought to go before it meets a working nirban and makes university sensible to those who matter.


Half a dozen or, even a dozen unversities- central or regional- are on the cards in the region.The oldest in the region- Gauhati University[ misspelt as Guwahati University by all stubborn,outlandish Bank managers from rest of India] is shrinking and not expanding, as predicted by the National Knowledge Commission.

Harvard University, as far as law faculty is concerned has about 40 specializations and could open a few more.Once I nearly got chance to be there but funding and other matters stood on the way for middle class people .Just one example- could be for physical sciences as well.A beauty of the shrinking university with all the imaginable deficiencies lies in its resilience to cope with unimagined challenges.


Before two or three decades,one Justice Sharma committee, after one -monthlong morning- to- dusk enquiry that we had physically witnessed, had cleansed up GU and, then year before last for misappropiation of about half a crore, the CBI,on GUTA's persistent demand had intruded in GU,hauled up all files. In the past, some had been sacked and some penalised.A young man coincidentally passed away.

The other day, there is reportedly a minor hiccup in Manipur University for selection of some posts and vigitante groups had their field day.Something is menacingly and maliciously wrong in that Denmark or, mini-France where revolution occurs at the drop of a hat.



NO comment on merits till an enquiry is conducted by a high court judge and another by PMO's agency like the CBI.There had never been a protest from professors or NGOs for opening only 3 faculties or schools[ a faculty can open several department] out of 4 as it has been universally done in all the multifaculty unversities in the world by permanently excluding one Faculty [ is it law, I am not sure ?] for mischievous reasons.99% of the professors who had been educated in multi-faculty universities knew that they collectively denied the existence of a faculty for 3 decades and deprived their own children and young ones for some invisible agenda or cult.

.This is the genuine issue which petty chancellors never addressed or even ignored along with the academics in towering positions of all hues.For MU to be fair, it has missed the opportunity to be cleansed up in mid-1980s or, 1990s.We did not do much to contribute to MU save writing article in DMC magazine in 1964 or pamphlateering in 1979 for setting up MU on a war footing.We had deep restraint since 1979 till date on thte subject although we are articulate on many a regional issue whatever.

It is too late to wash MU- the white has changed so much so that literally ,it looks like permanent brown or black due to chronic toxification or, permanent decolouration.How to de-toxify ?A CBI inquiry and a judicial enquiry if the MU-EC so desires can clean up 30% OF THE DIRTY linen.

We do not think that the handful of oligarchs and feudal lords in MU would like cleaning up the MU.

Besides,at least four students'

bodies operate in addition to the official body- the MUSU.Any VC entangled in a crisis situation can work out solutions by inviting the official body of students and the other four private or non-official bodies including the tribes' body that represents 9 by 10th of Manipur's overall territory and hence their territorial strength as observers without leaving out one or two due to personal repugnance.It could be done and may not be an uphil task for EC or VC of MU or any other EC in similar situation.

We in the GU welcome all the cleaning up steps unlike the new czars or, elsewhere.A couple of years back, when we were in the GU court and EC we actively supported CBI inquiry in GU.Hence, some petty unmanagable clerks- one or, two- obstruct all my retirement dues for years and tried their best to club me with some of the scandalised individuals- their own clansmen.

We handle the issues largely of personal nature, without further sharpening the apparent national contradictions on the wrong note of history and facilitating unintended consequences to fill in the vacuum created by the conspiratorsor motivated trouble makers.


If MUTA,MU-EC are honest[ really,unlike Pamheiba's massacre of all Burmese of groom party disguised as petty Meetei princess] and all the stakeholders care a bit for MU, all of them unanimously could ask for immediate CBI inquiry on bigger issues as references since 1980 till date- to start with.We hope they can do it if they desire to clean up the university.

There is a bubble of honesty in the vast ocean of inscrutable and insatiable sharks in civil society and higher institutions and its hyperlinks.If GU can invite CBI via PMO and state government for misappropriation of 50 lakhs, why MU should shy away from CBI for the suspected misappropriation of crores, largely on purchases for which Manipur as harbinger is widely known outside.


NE universities - all of them -need periodic clean up,once a decade to start with.Let us clean up ourselves once in every decade.One selection as reported by dailies yesterday is not at all a national issue but making MU dirty for 3 decades is a common concern for every citizen or civil society whose tax run the universities- be it for GU or MU or, Nagaland University whatever.

Time to open up the missing word- honesty in our proud heritage dictionary.This word had been found missing for decades in India and, particularly in the region- Manipur University ,or one of its rare breed as the macot on this count. University academics and CSO have a definite role to advance the agenda in a sustained way .Regional universities as a whole need a periodic clean up and revitalisation,let alone the loud slogan of world class university.Univerisity belongs nor merely to the mafia- like spoilers but also to all stakeholders - tax payers,consumers of knowledge, mediamen and above all- 'we the people', the total sovereign, neither a despot nor oligarch.

Assam's first ever knowledge city proposed to be set up at a cost of Rs. 300 crores would come to exist in 2010 at Chirang district in Bodoland TC area in order to impart education in Law, Engineering,Biotechnology and Management.The oldest knowledge village at Guwahati city is not so far off and city-village symbiosis has become a hard reality.

A law university and a medical university had been a regional need for a long time.The rationale need not be reiterated time and again.

A time to introspect the oldest and nearly fading or even shrinking premier university at Guwahati.Even the SBI and Post office become so disturbingly menacing that they have changed the name of GU to Guwahati University despite written protests from us in last couple of years.This is a minimal indication of how GU has been badly treated .


There was a time when GU was towering in the region and by now, other skyscrappers are also coming up.GU is shrinking inspite of expanding.People who have vision lack patience and people with patience also lack vision.That is the fate of GU.Unless GU is revamped, rechristened and revolutionalised very soon in terms of a] major structurtal change that would cast out spiritualists, tomb raiders and day dreamers, b] total restructuring of syllabi and method of teaching by way of accelerated expansion of every discipline,c] central take- over or heaviest commitment of the state government in terms of funding and infrastructure innovation,d] major international collaboration and, e] re-defining the philosophy of GU., the one time tower would have to play second fiddle to Hinglicised ,our northern Indian ruled NEHU or, other so called world class
universities.One has to abandon the hackneyed misnomer that world class universities are born ,not made.They are made, not born- could be Princeton,Oxbridge or,Harvard.They had been made out to be.

The central and state universities in the NE region are essential,yet they have to be shaped.The misnomer ? First, we shape the building and then, the building shapes us.Why can't we re-shape even the buildings we live in.

Leaders in Mizoram feel that only Mizos have to top the list in university exams.This is a misnomer.VCs are rolling stones at Nagaland University.Another misnomer.

There is a fullfledged university in Manipur; politics and personal equations supersede other super-eminent values.Till I retire from professorship of Law in 2006, I remained silent on legal education in MU.Even after three decades of existence ,no EC nor VC of Manipur university had recognised that every university in this planet could not be set up without setting up faculty of law along with Arts, Science and Commerce faculties.Even today,no one can register for a Ph.D. in law in MU since 1980.This one simple test cae of how universities are made out to be by nefarious elements .

Civilization had been forced to pay a heavy price for the ignorance or motives of some one clever or otherwise- even notorious.Tribes and tiny ethnoses have to find fiar representation in teaching and other wings of the regional universities.

GU could have become a central university if the pressure of the federal government had not been ignored and a mega institute of languages- Asomese or Boro whatever could have existed alongside in order to protect the natives from external intrusions.That happens to be a missed opportunity.Opportunity knocks the door only once.

Damage control in time could be done at the knowledge village at Jhallukbari if the course of history could be re-shaped and re-defined.Even today teacher leaders and officials deny the 10% arrear par which was due by 1996- 12 years back.

Question is if our human resources or university products could be resourceful or resourceless.We can make them resourceful.The Camellia private university would be one the leading private universities in the region.The footprints Camellia would leave on the sands of time would provoke knowledge workers to summon up new courage and set up new chapters in history. Rome was not built in one night, so is world class university or research institute.We have to prove to the world that our scientists make inventions, discoveries and our academics create new forms of knowledge .It has just begun.

ICC on january 29 last has started its first trial since its establishment in 2009.The Congolese rebel leader had been arrested and prosecuted by theOTP of theICC.Till date half a dozen leaders including Sudanese President MD. Basher are on the ICC's arrest warrant.The world will be different after the ICC. The Palestine Authority which is not yet a sovereign state has the other day complained to the OTP of theICC for indicting Israeol leaders for committing war crimes in Gaza recently and the OTP is examining the case.

The ICTY and ICTR had prosecuted and awarded punishment to a large number of civil and military leaders of former Yugoslavia and Rwanda for committing heinous crimes.President Milosevic of Yugoslavia had been arrested by ICTY,kept detained for 5 years and during the process his excellency died during detention.Rwandan prime minister das been awarded maximum punishment yb the ICTY.


International trials are on the move in Cambodia,Sierra Leone etc.Several excellecies and rebel chiefs are undergoing trial.The world had changed under our feet without our noticing the change.It is time to feel the change and accept the golabl rule of law and justice.

The International Criminal Court,at the Hague Has started yesterday, the first public trial of Thomas Lubanga Dyilo, the Congolese militia leader for recruiting child soldiers below 15 years of age in the process of continuing the UPC armed conflict with the Congolese administration, without any prejudice to the cause of the armed struggle and engaging them in acts of active hostilities.


The ICC had earlier rejected the pleas of the prosecution due to lack of sufficient evidence and on procedural grounds.Yet the prosecutor of the ICC has succeeded in restoring the trial.At present, 90 survivors are involved and the charges of committing war crimes of recruiting child soldiers have been framed. In DRC, Hema ethnic group of Dyilo is facing ethnic war with other groups.


The first case of the ICC is important in the sense that the ICC is firm on the ground despite negative acts of the USA.Obama has an historical opportunity to bring the USA back to the global rule of law and justice and restore the rightful political space to the USA.India may follow suit in terminating impunity and complying rule of law under the ICC.


For the NE region, Lubanga trial is significant in more than one sense, considering the hard realities of both state and none-state terrorism.The ICC has opened the first leaf of international justice.

5...Secretary[RAW} has earmarked Rs.3 crores from the secret service fund for operation Jhum Jhum which is the codename of operation connected with BODO AGITATION.

7...He[ read B.Swaminathan,principal director ARC] also visited the SSB and SFF Battalions based in Arunachal Pradesh and took about 20 selected commandos of the SFF with him...The very next day, some of these commandos along with some Bodo militants were involved in looting buses near Tezpur in order to create panic amongst the Assamese.During the next few days some bombs exploded in different parts of Assam.

8.RAW has been providing BODOS small arms.These arms were initially supplied by RAW and GNLF[ read RAW's creation]...ARC planes and helicopters had been making regular sorties in Assam to supply arms to BODOS through their channels[ now also,it possibly supplies arms to nearly 90% of terorist bodies].Bodos were instructed not to use these arms against non-aSSAMESE AND CENTRAL FORCES LIKE CRPF,BSF, BUT ONLY AGAINST THE ASSAMESE AND ASSAM POLICE.[ NOTE- same policy is followed ten time more vigorously with unlimited fund in 7 NE states]

9.RAW had briefed BODO leaders to disrupt goods train mainly through their RAIL ROKO AGITATION with a view to damage Assam's economy.

strategic analysis for parliamentary methods of conflict
resolution- the USA,Canada, British models as standard

Apart from military means of settling conflicts or disputes, peaceful methods of conflict resolution had been firmly advanced by the USA,Canada and the UK in the face of armed conflicts that occurred in their territories for formation of new states in the last three decades. Till better methods could be explored in the domain of peaceful conflict resolution, by default- the Western,liberal democratic and parliamentary methods of conflict resolution in situations that India faces in the NE region for more than half a century, is the most viable approach, devoid of all sentimental and imaginary political passions.

___ The USA had Puerto Rico issue and uprisings as well on the same issue and has conducted plebiscites in that territory allowing the people to decide in lieu of the state or the NSA to decide on theiw own.The Puerto Ricans in as many as three plebiscites turned down Puerto Rican independence from the USA.The matter is settled peacefully by the people in that part of the world.

___ Canada already had unquiet Francophone secessionist Quebec.In as many as as three plebiscites conducted in Quebec soil, the Quebecoists turned down Quebec secession from Canada.The matter had been peacefully settled.What future holds for Quebec is not known; even the Candian supreme court unlike its Indian counterpart had gone upto the extent of making a verdict that Quebec has a right to secede from Canada; none but the people has the right to choose their political status.

Indian polity, politics and governance customized fully to the Westerminster model ,in the true sense of the term has yet to look towards as to how Westminster model copes with separatist issues like that of Eire in 1921, ULSTER in 1998, the Welsh nationalism and above all, SNP's relentless demand for revocation of Scotland's merger with England in 1707 with the instrumentality of a treaty of union, comparable in essence to 1826 Yandaboo treaty or Manipur merger agreement, 1949 - in Indian context. How do the parties settle their conflicts is more pertinent than what a PM talks about preponderence of weapons, arms, war- the language of war cry and jingoism.

______ The Scottish secession issue had been tackled by the Whitehall very carefully, even by making a Scottish Tony Blair as PM, subsidizing Scots revenue and enlisting half of the British cabinet from Scotland.The authorhas never heard of half the Indian cabinet filled in by the NE people and he is not going to hear forever.Nor are we going to hear a Nagaor a Boro becoming prime minister of India for leading the Indian nation.Power matters, because it decides the fate and survival of the NE people.

Scottish referenda are a continuing and recurrent political process.Not one referendum draws down the curtain.

a] Opinion polls on the status of Scotland had been held in the years- 1992, 2006 November and 2007 April.In the last two opinion polls, majority of the Englishmen voted that Scotland should leave England and the Scots too voted in that line.

The majority of English people feel that the Scots had taken larger share of the British cake in the name name of unionism. Several polls held in 2007 indicated the same direction.

b] Referenda had been held in Scotland on Scottish issue ,devolution of power etc. in the years- 1970,1973 and also in 1979 and 1997 in a much bigger scale. SNP [ Scottish Nationalist Party] has already decided to conduct one more referendum in 2010 or, not later than in 2011 for the Scottish people to simply say 'yes' or 'No' to a single issue- independence of Scotland from Britain.

The polity is very simple-
the 'consent of the people',' people'- not the army nor the state to decide ' a people's destiny'.Choice is of the people ,not of party or state or the army or some other mythical entities whatsoever.

Historically speaking, Scots like Assamese or, Tripuri or Manipuris[ in plural] had been a nation and they never ceased to be a nation in subsequent political arrrangements whatsoever like the way they are in at the moment subsequently fater three centuries of merger.The problem with the boss or, not -so-people-friendly powers or, elite lies in their own closed mindset that pre-empts the people by falsely assuming that it is 'they', and not the" people" who can or should make a choice for the latter.Things could be alright once the precarious and impaired mindset looks literally towards democratic nuances and mandate.

The war cry from Gandhian India or its Gandhian prime minister makes the spirit of peace uncomfortable in the millieu.Give a chance to peace by resorting to the well established parliamentary methods of peaceful resolution of conflicts as discussed.
