The other day, a two-member -bench of the supreme court has outlawed campus ragging, imputed criminality to student criminals and issued mandate to cut back government, UGC grants, financial to universities, colleges receiving govermnet grants.So far so good for the judgement, besides the anti-ragging laws whcih are made totally unenforceable.
Besides, institutions could record such type of criminal behaviour of some students so that their antecedents could form the basis of their rejection in appointments.
What the supreme court had missed out is the need for a monitoring mechanism and implementing machineries like the dreaded anti- dowry law in India.The ink had not dried over the anti-dowry statute when late Madhav Rao Scindia spent a million on the prohibited act for the marriage of his son or daughter and CM Jayalalitha had spent Rs. 100 crore, possibly from taxes of the poor, starving Tamils at the marriage ceremony of her adopted son[ dowry inclusive].
In similar vein, stringent anti- ragging law aside,
the dadas in north India,some street boys in the south and inveterate ' respect the senior by one year' student leaders in students hostels in the NE region would continue the dreaded RAGGING for two months literally at midnight .The crime would continue and the academic community is not ready to extricate the culture at the moment.
Some institutions in the south shaped a brave new world by converting the ragging crime into respectable methods and culture of introduction, enriched by light cultural programmes. Actually, ragging in the west is an honourable word- students collect money for charity nn groups.The hostel dadas cooperate with teacher wardens so and so forth
in making campus or hostel life more civilized.Here the senior students set brilliant examples , with a missionary zeal ,concerned teachers and the university administration whole heartedly keep the new thought moving.
Some registrars, wardens and VCs issue orders only to be pasted at an obscure space in hostels before it is torn out the next day by the student netas.Some VCs in the region are at the mercy of armed students dada and address they as ' sirs'.They are at fault and unmistakably act as accomplices in ragging crimes.
The organised students bodies - the NSUI, the SFI, the ABVP, the regional students unions and the PGSUs can make miracles if they would like to induct a humane culture in the hostels."once I had been ragged and you have the turn now, I rag you - junior" ideology could be cast aside.It is no longer a missible impossible.
In some caste ridden societies,
ragging culture had legitimized caste vengeance and students die, toture mentally and leave the course.Besides, some evil students prevent studies and diempower students properly in job market.The university administration can monitor by making surprise incognito visits and toning up the mental health of some of the decadent, psychotic senior students.The university administration could accept the new mission by disowning the casual and perfunctory ways of the normal administration.
High courts could further crystallise the supreme court judgement with efficient accountabilty and monitoring mechanisms.A good but incomplete beginning , the apex court has made the other day.
Not so long ago, dead body of a Bodo student floated somewhere near engineering college.some students left courses and many underperformed their courses.in some institutions, some students were foung hanging .The world needs more of empathy than official sympathy.The students orgs. have more responsibility to make it real and bell the cat.
Ragging is more of a cultural diseaseor, menace than being a crime in the conventional sense.The college and university administration could make a move- visible,tangible. Every long journey or odyssey starts with the first small ,humble step.We are one in resisting RAGGING- the silent campus crime- here or there.
