MIGRANT WORKERS'
RIGHT TO LIFE IN THE NES
Before the constitution of India in 1950 and the UDHR,1948 guaranteed the right to life of every one,this right has been inherent in every individual- citizen,foreigner or migrant worker.Sections of armed groups- genuine or otherwise fake- might harboured xenophobia or, even a perceived threat to indigenous people in the NE region of India.
Suitable laws exist and if necessary, like other hill states of the region, Assam and Manipur governments might have amended land laws to prevent tranfer of indigenous lands to others.Laws can handle issues relating to migrant workers;however, certain elements,not necessarily from the radical NSAs and NLMs could have taken the law into their hands and attacked the unarmed, helpless migrant workers.
The government- central or state- chose to remain miraculously silent spectators when around 100 migrant workers died in Assam recently and another a dozen before a couple of days at Loktak lake in Manipur.Paradodically, Loktak lake had been combed from ground and the air by unmanned aircrafts,helicopters and it is difficult to penetrate into Loktak chakraviyu which is at present totally in siege of the the Indian armed forces.
Common people would love to find fault with Indian army and their, satellite managed-GPS positioned, armed to the teeth army shield and in no lesser terms, with those elements who hoodwinked the army with a smile, and had done to death ten migrant workers.The world is one in showing concern for both the native and the helpless migrant workers.
The apathy of the Indian forces, state police and the ten-thousand strong spy-network, equipped with the best-state of the art equipments meant for the NE region only,not only to the protection of migrant workers, civil society bombed on daily basis by so called terrorist groups,but also to government officials like Dr.TH.Kishan had not been denounced by national political parties, HR bodies, so and so on.
Given the state of the art readiness of Indian army at Ukhrul and the equipments kept at their disposal that monitor even Red China at every microsecond,Dr Kishan could have been comfprtably rescued in the first one hour of his abduction, stage-managed by one Hindi speaking DC for three days in three sq.Km area- a DC known for syphoning off crores of rupees from the hill development fund thereby impoverishing the Manipur hill people for decades, with the full knowledge of the state chief secretary, who in person for political assimilation of tribes, had married a Naga lady and before the eyes of the central government.
If the DC and the CS wanted to save their junior official Kishan serving them ,they could have done it at a moment's notice with the help of their mobiles and super fast technology.In similar vein, if the Indian army, the CS, police and huge KGB like set- up in Manipur wished to save the ten unfortunate souls who came to Manipur for a muthi chawal and not for purchasing Manipuri lands, they could have done it easily.
If they had a long term policy to systematically plant surrogate civil society chaos as a methodology to contain insurgency like blasting articial fire to blast out bigger fires as being done in the USA, the pay-off is temporary and, in the long run, that may not be the best way to a permanent solution.These tested mechanisms are obsolete and people think about long term solutions.

Migrant workers are not safe all over the world and hence, the international concern and conventions.The federal government at Delhi could have shown a little amount of concern for these unfortunate souls -the wretched of the earth, abandoned by the almighty as well, who migth have or not created them- that I have not seen.
