Terror has a locus or locii- identifiable by human
ingenuity. Democratic insitutions are absolutely
unaccountable to parliament & people.
Messy- on occasions.
'The Illustrated weekly of India',October 14-20,1990 had carried a special and detail feature -cover story on 'Our Intelligence Agencies- secret but little service'. Some of the excerpts identify the terror locus, among others.[pp. 10-19]

The Bodoland Movement
It was RAW which took a special interest in splitting the All Assam Students Union [ sic.AASU for that moment,rest to follow suit] in the hope that the militant student movement could be contained [ sic. crushed].

The former Indian high commissioner in Sri Lanka JN Dixit, even accused RAW of having given Rs.5 crores [ sic.one time or periodical ?] to the LTTE.

While working overtime in the north -east with questionable results,RAW seems to have been strangely inactive in the Kashmir valley.
